Originally developed for Catholic Relief Services, this document outlines a series of questions to guide action reflection for the design and evaluation of peace and justicebuilding programming. Questions are categorized under the thematic areas of ‘Who,’ ‘How,’ and ‘What.’ They are arranged according to three timeframes, situated in a programmatic cycle of three years. The first set of questions guide reflection on prospective goals, the second set guide reflection as a program is being implemented, and the third set guide retrospective reflection.
